As I a have fixed IP is it not the case that you become a bit more vunerable to a hackers attack? Theory being if a hacker targets your IP and successfully comprimises your PC is it not the case that with a fixed IP they can repeatedly target you leaving you totally unaware that you've been comprimised?Reason I ask is that my PC has been behaving strangely of late(stranger than normal lol) including freezing, restore points disappearing, programs not closing down and who knows whatelse its been doing. Is it posible to change IP's(even with paying a fee) or am I being paranoid??????
This is potentially true yes, that by having a static IP you are 'easier' to find shall we say.
However, from my experience if you are compromised the hacker will install a piece of software which will automatically connect to a server under his control to keep 'him' up to speed on your latest IP if you were dynamic.
If you are having problems, it would be worth running a Shields Up Test and see whether any ports are open. - here. (http://www.grc.com/default.htm)
It is always worth making sure your anti virus is up to date and that you're firewall is enabled.
I'm sure should there be a serious need, your IP could be changed, but I can't say for certain but I am aware of cases with other ISPs where this was actioned, but for now, I think a shields up test will hopefully give us a good result and we'll be able to relax a little.

It's unlikely that the problems with your PC are due to it being attacked by a hacker. The first thing I'd advise would be to scan your PC with up to date anti-virus and anti-spyware software.
Plus if you have a router/firewall then you should have no problems - and again hack attempts will happen on random IP's so whether you have a fixed or dynamic IP won't really do much.
