OK, I established that I'm on Global Switch Central 1, which just happens to be the worst performance at the current time.

1) What determines which central I'm on.
2) Can it change?
3) If so, how..?, and by what criteria?

BT's 'round robin' (pot luck) determines which Central you connect to.

You can try changing Centrals by disconnecting your PPP session and reconnecting after a short interval. Do it that way rather than rebooting your router.

Pipe performance usually only drops after 10.00pm and weekends. they all tend to follow each others regarding expected performance. Hopefully as the new Pipe's come on line this will improve the current situation.
I would stay as you are. You will find that you occasionally get booted to a different pipe......Anyway you do not want to be Known as a PIPE TART:D
