Just noticed my pings are up about 300% !
Usually around 30-40
Pinging http://bbc.co.uk [208.69.32.130] with 32 bytes of data:

Why would they go up so much, line speeds are max, not other connection problems.

Mine were like that about a fortnight ago.
Just before the off peak madness...

You have pinged the wrong thing. You can't ping http://bbc.co.uk as this is a URL not a domain
What you are seeing are replies from OpenDNS's server which is in America, hence the 100+ ping times.
Do a "ping bbc.co.uk" and you will see nothing is wrong ;)

Then your equipment is not routing something through properly?

How do I test this?
I think I still have a USB modem, would using that for a test be enough?

Comodo normally gets me by not shutting down properly.. actually remaining open in the background :)
