According to Enta (http://noc.enta.net/?cat=4) the last date given was March 28th, but it's yet to be confirmed.

The difference it will make is that it will supply Entanet with another internet pipeline resulting in better speed and reliability for customers. This will also happen when they install Global Switch 2. Telehouse 3 im not sure why it isnt showing on the NOC but it is stated live, a week ahead of schedule for tonights 10 hour maintenance on a damaged cable effecting Telehouse 1. As easily enough said, if a pipeline becomes full it will reduce the speed for all customers connected to that switch to make it equal for everyone which is shown by expected performance * Mbps

As SC said above, 28th March is the new date Entanet have been given by BT for the 4th central to be installed, although they think that it's unlikely to happen then. AFAIK, there isn't a date for the installation of the 5th central yet.
