How do i get on a particular central

Central 1 =
Expected performance 4.1Mbps

Central 2 =
Expected performance 3.4Mbps

Central 3 =
Expected performance 4.5Mbps

Central 4 =
Expected performance 7.2Mbps

Now i keep trying to get on central 4 but i cannot =/ How can i get on it as it looks like hardly anyone is on it!
These speeds on 1-3 are really dissapointing aswell, is this common?

just look at central 2 and then central 4! surely theres something wrong here...

i keep hopping from central 1-3, not good ><

I normally just switch off my router and it normally reconnects to a different Central. Getting on Central 4 is difficult as only the first segment is live.
