The throughput has been getting gradually worse over the past few weeks. I would like to know if anything is going to be done about it.

This is by no means the worst it has been. This was taken with Node at 57% and ALT was off. The rotten QOS seems to happen in the area of telehouse-east or somewhere like that, massive great long TCP stalls, up to a second. What is going on?
